The first is the layout - the core design of the page, how colour is used, what the typeface is and how it matches your brand value. Try this test: you're familiar typeface of Comic Sans. It's friendly, child-like, and playful. Now imagine reading some bureaucratic gobbledegook in Comic Sans. Yuk. The light and friendly typeface and the heavy bureaucratic words are in direct conflict.
